This course is supported by the Professional Training and Examination Refund Scheme (ProTERS) of the Maritime and Aviation Training Fund (MATF). Eligible applicants are refunded with 80% of the course fees after completing approved courses.
Aims
This course aims to provide nautical knowledge to the candidates in preparing for the examination of Grade 3 Coxswains Certificate of Competency organized by the Marine Department, Hong Kong Special Administrative Region (HKSAR). For other interested parties, It also envisages the knowledge of navigation rules and ship handling skill in performing safe navigation within Hong Kong Waters.
Objectives
Those who successfully complete this course should acquaint with the relevant knowledge as stipulated in Chapter 7.1 of “Examination Rules for Local Certificates of Competency” issued by the Marine Department. In addition, they are able to undertake the examination of Grade 3 Coxswains Certificates of Competency conducted by the Marine Department, HKSAR.
Participants will be guided to implement safety awareness as required by “International
Regulation for Preventing Collisions at Sea 1972 (COLREGs)” and relevant Hong Kong Merchant Shipping Ordinances, which include, but are not limited to:
- keeping proper lookout on navigation watch;
- ensuring professional standard of “Officer-in-Charge” of navigation;
- observing the practices of COLREGs;
- acquaint the knowledge of Chart work and seamanship practices;
- observing marine local knowledge and relevant regulations;
- possessing the knowledge of stability and ship handling;
- enhancing emergency response on life-saving at sea with proper distress procedures; and
- ensuring that navigation equipment is properly operated, tested, calibrated and maintained, if any
- basic engine knowledge
Target Participants
Any person who intends to take the Grade 3 Coxswain Examination or interested in enhancing the knowledge of ship safety and safe navigation in Hong Kong Waters.
Entry Requirement
Any “ Pre-requisite” does not require, however, those with working experience on local vessels and/or managing fleet(s) of local vessels will be admitted with priority.
Intake
The maximum number of trainees will be limited to 18 in order to maintain the quality of the teaching standard and fulfil the aims and objectives of this course.
Instructor
The qualification of instructors will be holder of Foreign-going Class 2 (Deck) Certificate of Competency or above with relevant training experience. Capt. H. L. Tong, who is holding a Seagoing Class 1 (Deck) Certificate of Competency and ex-examiner of Foreign-going Certificate of Competency in the Marine Department, HKSAR has been invited to be the instructor for this course.
